Hong Kong experts talk about the total suppres

On the day of World Press Freedom Day on May 3, the American non-governmental organization "Freedom House" and the Taiwan Foundation for Democracy co-sponsored a webinar to discuss the state of freedom in the world, especially in Asia. The participating Hong Kong experts believe that after the implementation of the Hong Kong version of the National Security Law, the civil liberties of Hong Kong, including the rule of law, news and education, have deteriorated day by day.

A report entitled "Freedom of the World 2021" released by Freedom House a few days ago pointed out that in the past year, during the global pandemic of the new crown virus, dictatorship, authoritarianism and tyranny, in addition to using violence and repressive methods to suppress freedom of the press, In the name of public health, it suppressed activists and freedom of the press.

Global freedom accelerates decline

Amy Slipowitz, Director of Research at Freedom House, said at the meeting: “Global freedom has declined for the 15th consecutive year, and this downward trend will accelerate in 2020. Countries where the state of freedom has deteriorated surpassed freedom. The countries that have improved are the largest since the negative trend began in 2006."

Slipwitz said that in 2020, nearly 75% of the world's population will live in a country where the state of freedom has deteriorated, and the proportion of non-free countries has reached the highest level in the past 15 years. At the same time, countries with improved global freedom in 2020 are the lowest since 2005.

Freedom House’s annual World Freedom Report pointed out that the Asia-Pacific region is facing increasing threats to freedom of speech and assembly in 2020, and the overall degree of freedom has declined. Deteriorating countries outnumbering those that have improved. Currently, only 6% of the population lives in Free countries, down from 39% in the previous year.

The report says that China, the most populous dictatorship, has a particularly profound influence on its regime. In order to cover up its new crown virus epidemic and its source, the Beijing authorities have intensified their global disinformation and censorship actions, while exporting their anti-democratic strategies, financial coercion and personal intimidation, increasing their intervention in the domestic political discourse of democratic countries, and simultaneously The destruction of Hong Kong’s democratic system and rule of law. In June last year, the implementation of the Hong Kong version of the National Security Law destroyed Hong Kong’s freedom and legal autonomy. In addition, self-censorship has been strengthened, due process safeguards have been weakened, and democratic activists have been arrested and sentenced. Wait.

Dr. Alvin YH Cheung, a postdoctoral researcher at McGill University in Canada, said in an interview with VOA that since the Chinese authorities enforced the Hong Kong version of the National Security Law in Hong Kong last year, all parts of Hong Kong’s civil society have been systematically affected. , Coordinated attacks, from containment of political opposition and media censorship, to the complete elimination of civil society.

Hong Kong people's freedom is completely suppressed

Zhang Yuxuan said that the Chinese authorities used the Hong Kong version of the National Security Law to intervene in the Hong Kong judicial system. If Beijing does not like the Hong Kong court's ruling on the relevant national security law, it will make a new interpretation of the national security law, or transfer the case to mainland China and make a ruling on its own.

In addition, he said that Hong Kong lawyers have also been suppressed from mainland China. For example, a spokesperson for the Liaison Office of the Central Committee of the Communist Party of China accused Hong Kong Bar Association Chairman Xia Boyi on April 25 of “using the Hong Kong court’s verdict on relevant cases to spread distorted remarks” and “spreading out about revising Hong Kong’s National Security Law” as an “anti-Chinese politician”. , Cannot "connourage Xia Boyi to continue to serve as chairman."

Zhang Yuxuan said that although Chief Executive Carrie Lam said that "I have not yet discovered the need for the Hong Kong Government to take action against the Bar Association", but the Chief Executive's answer is obviously an implicit threat, that is, "I may do this in the future." These are the most worrying developments.

In an interview with Hong Kong media a few days ago, Xia Boyi said that the Hong Kong democratic leader was sentenced for peaceful protests, saying that if the people's right to peaceful expression is denied, it may eventually lead to destructive expressions, including violence.

The deterioration of Hong Kong's freedom situation is also manifested in the suppression of NGOs and political parties. Zhang Yuxuan said that there are reports that almost all major democratic politicians in Hong Kong have been arrested on a large scale, and they have announced one after another that they will end all political activities and leave political parties.

Freedom of the press in Hong Kong has also suffered unprecedented suppression. Zhang Yuxuan pointed out that pro-government people in Hong Kong are openly talking about legislation to combat fake news, some of Hong Kong's radio and television editing rights have been deprived, and outspoken reporters have been fired.

He said: "It is particularly noteworthy that Hong Kong’s foreign journalists’ club will face some kind of retaliation for inviting the Hong Kong National Party convener, Andy Chan Ho-tin, to give a speech a few years ago because they rented it from the government. The property will be renewed this year. This is a trend that needs to be closely watched because it may be related to whether the government will use private law instead of public law to attack political opponents."

According to the World Press Freedom Index 2021 released by the global journalists protection organization "Reporters Without Borders", Hong Kong ranks 80, far below Taiwan's 43. Among 180 countries and regions, China's press freedom index ranks 177.

The ideology and education of college students has always been one of the areas that the Chinese Communist Party has mainly occupied in the Mainland. Now Beijing's long-arm jurisdiction has extended to the education field of Hong Kong. Zhang Yuxuan said that in reshaping all levels of education, the textbooks for elementary and middle schools include an extremely broad concept of national security. In terms of higher education, the boards of all public universities are full of people loyal to Beijing, and this situation has been around for some time. The latest developments are even more worrying. Some university administrators in Hong Kong are cracking down on campus speech.

The prospects for civil liberties are worrisome

The University of Hong Kong issued a statement on April 30, cutting off from the student union of the school. The statement stated, “The University of Hong Kong Student Union has repeatedly used the campus as a platform for political propaganda to publicly publish inflammatory and possibly illegal remarks. The University of Hong Kong has decided to withdraw the student union site and no longer provide financial management services for the student union.”

On the other hand, unlike the Hong Kong University Student Union and other student organizations that publicly promote the concept of democracy and the rule of law, the private sector is quietly voting with its feet. Zhang Yuxuan said that although private organizations have not publicly protested China's policies, they have begun to silently "betting on both sides." The Financial Times recently reported that Wells Fargo Bank moved its Asian headquarters from Hong Kong to Singapore.

Zhang Yuxuan said that the current situation of Hong Kong citizens' freedom is worrying, and he is not optimistic about the prospect of improvement in the future. He said: "I don't think the situation will get better any time soon. It may get worse and worse before it can get better."

Zhang Yuxuan said that if the current situation in Hong Kong continues, it is extremely unlikely that the situation will improve. He said that as far as the development of freedom in Hong Kong is concerned, there is actually only one direction, and that is deteriorating.
